Amidst the accelerated green transformation of the global shipping industry and the pressure of international rules such as the European Union's Carbon Border Adjustment Mechanism (CBAM) and the International Maritime Organization's (IMO) emission reduction targets, Shanghai, as an international shipping hub, urgently needs to build a financial support system to break through the capital bottleneck in the application of low-carbon technologies and the substitution of green fuels in the shipping industry. This project systematically sorts out the low-carbon transformation technology paths, financing needs, and policy blockages of Shanghai's shipping industry, and proposes a "financial tool innovation + policy mechanism optimization" synergy plan in combination with the experiences of international shipping hubs such as Rotterdam and Singapore. The research identifies financing gaps in eight major scenarios, including ship energy efficiency retrofitting and green methanol refueling, through field research, data analysis, and the Delphi method. It designs a "shipping transformation financial product matrix" covering green credit, bonds, insurance, and funds, and is supported by mechanisms such as fiscal interest subsidies, risk compensation, and carbon data interoperability. The research results provide a policy toolkit for Shanghai to build a green shipping financial hub and serve the "dual carbon" goals, helping China's shipping industry to break through international green trade barriers.
