Research on Shanghai Transition Finance Catalogue - Iron and Steel Industry

To implement the national "dual carbon" strategic goals and promote the low-carbon transformation of the iron and steel industry, Shanghai Jin Sinan Financial Research Institute has been deeply involved in the compilation of the "Shanghai Transition Finance Catalogue (Trial)" for the iron and steel industry. This study, based on the production process of iron and steel, systematically sorted out the decarbonization pathways and technical standards for key processes such as coking, sintering, and blast furnaces, and innovatively constructed a transition finance classification framework covering the entire industry chain. By integrating more than 20 policy bases including national energy efficiency quota standards, industry planning documents, and low-carbon technology guidelines, an entry value and advanced value indicator system at the process level has been established, and a carbon accounting method adapted to the industry has been designed. The study uses process analysis and case verification methods, ensuring scientific rigor while maintaining policy flexibility, allowing enterprises that have not yet met the standards to obtain financial support through the implementation of low-carbon technology transformation. The successful implementation of the first 2500 cubic meter hydrogen-rich carbon cycle blast furnace transition loan has verified the practical value of the catalogue in guiding the precise allocation of financial resources and breaking through the financing bottlenecks in the industry's emission reduction.
