Financial Support Application Guide for Community-level Zero-Carbon Transition

In the process of addressing global climate change, cities play a crucial role. As the constituent units of cities, communities offer a unique advantage in exploring integrated zero-carbon solutions due to the balance of their scale and flexibility, which helps to promote and replicate these solutions across urban and even broader regional areas. However, sub-city level regions such as communities face significant funding gaps in their pursuit of zero-carbon transitions (in areas such as low-carbon infrastructure, energy transition, green buildings, and green transportation), and community stakeholders (government departments, financial institutions, project developers, operators, etc.) often lack awareness of the financial policies and product toolkits available to them. Accelerating the guidance and mobilization of funds towards community low-carbon transition projects has become an urgent issue to address. The Shanghai Jin Sinan Financial Research Institute, in collaboration with the C40 Cities Climate Leadership Group, has conducted a study exploring how community zero-carbon transitions can obtain financial support. The aim is to provide a guiding document for stakeholders to carry out green and low-carbon investment and financing at the community level.
